Is Satta Matka Legal in India?

Short answer: no. Betting on satta matka is illegal gambling in most of India, and since 1 May 2026 online money games – including matka apps – and their advertising are banned nationwide. Here is what the main laws say, in plain language.

State Gambling Laws

The Public Gambling Act, 1867 and the gambling laws each state has adopted since then prohibit running or visiting a "common gaming house" and betting on games of chance. Satta matka is a game of chance, and no state licenses it. Unlike state-run lotteries (such as those in Kerala, Punjab or Nagaland), matka markets are private and unregulated.

Maharashtra and Gujarat, the historic centre of matka, apply the Bombay Prevention of Gambling Act, 1887. Its section 12A even allows police to arrest without a warrant anyone who "prints, publishes, sells, distributes or in any manner circulates… any news or information with the intention of aiding or facilitating gaming".

The Online Gaming Act, 2025

The Promotion and Regulation of Online Gaming Act, 2025 was passed by Parliament in August 2025 and came into force, with its rules, on 1 May 2026. It bans "online money games" – any online game, whether of skill or chance, where you pay or stake money expecting to win money. Online matka apps fall squarely within it. The Act:

• prohibits offering, aiding or inducing online money games – up to 3 years in prison and/or a ₹1 crore fine;
• prohibits advertisements that directly or indirectly promote them – up to 2 years and/or ₹50 lakh;
• bars banks and payment apps from processing money-game transactions;
• lets the government block such apps and websites. By March 2026, more than 8,300 betting and gambling web addresses had been blocked or actioned.

Several gaming companies have challenged the Act. The Supreme Court is hearing the case, but no stay has been reported, so the law applies today.

What This Means for Players

• Placing bets with a bookie or through a matka app can be an offence, and you have no legal way to recover money if you are not paid.
• Payments to matka apps can be blocked, and your details may be misused by unregulated operators.
• "Fix game" and "loss recovery" sellers are frauds. Report them on the cyber-crime helpline 1930 or at cybercrime.gov.in.
